The German Military Counter-Intelligence Agency, abbreviated as MAD, reported in its annual report an increasing threat of espionage from Russia and China in the country. In the report published on Monday, MAD cited the geopolitical position of Germany in Europe and NATO, the expansion of the German armed forces, and the introduction of new weapon systems as reasons for the increased targeting of Germany.
Hybrid Threat Status in Germany
According to the MAD report, the status of hybrid threats in Germany is continuously worsening. These threats include cyber attacks, drone attacks, attempts at political infiltration, and destructive attacks on transportation infrastructure, energy facilities, and communications. The agency also noted an increase in threats from sabotage by low-level agents.

The report did not provide comparative figures, a matter that could lead to incorrect conclusions by adversaries. MAD also pointed out that embassies and semi-governmental organizations act as covers for Russian espionage.
Security Concerns Regarding German Military Personnel
The agency expressed concerns regarding the travel of German military personnel abroad, mentioning trips by some members of the armed forces to Russia and Belarus, particularly for family visits. During these trips, these individuals have attracted the attention of relevant intelligence services. MAD stated: "This situation creates a specific vulnerability to extortion and threats from security entities there."
The report also referenced Chinese espionage activities, noting that at least some surveillance activities related to military infrastructure, including drone flights and infiltration of Bundeswehr properties, are attributed to Chinese intelligence services. These services also exploit the Chinese diaspora.
Overall, the increasing espionage threats from Russia and China, especially in cyber and military domains, could have serious implications for Germany's national security and European security. Increased awareness and appropriate responses from security entities are necessary to prevent these threats.
