Germany has turned to the mandatory deployment of soldiers in Lithuania due to a shortage of volunteers. This action is deemed necessary to fill vacant positions in a brigade stationed in the country. According to obtained information, the first soldiers are expected to be called to service in Lithuania by the end of September, which may affect up to 1,000 Bundeswehr personnel in this plan.
Development of German Military Forces in Lithuania
By the end of 2027, it is expected that the 45th Armored Brigade, consisting of about 4,800 German soldiers, will be permanently stationed in Lithuania, with the main base of this brigade located in Rūdninkai, about 30 kilometers from Belarus. The goal of this deployment is to create deterrence against Russian threats.
German Chancellor Friedrich Merz stated at the Arctic Summit in Rovaniemi, Finland, that "we are likely witnessing decisive moments in the defense of freedom and peace on our continent." He continued: "If Russia achieves its goal, it will have unforeseen and unprecedented consequences for all of us, including Germany."
Impact of Volunteer Shortage on Bundeswehr
The German Ministry of Defense has confirmed that approximately 80% of the brigade's positions are currently filled by volunteers. However, based on current forecasts and the continued influx of voluntary applications, the number of mandatory deployments is expected to be in the low three digits. The Ministry of Defense emphasized that maintaining the operational readiness of the Bundeswehr is the primary priority and determining criterion for all actions.
The ministry also stated: "In all decisions, the personal interests of personnel will be maximally respected." It is planned for members of the defense committee to be updated on the next steps on Monday. For those affected, mandatory deployment means additional notification, and they have the right to challenge this decision in court.
The 203rd Armored Brigade and the 122nd Armored Brigade are set to be transferred to Lithuania by 2027. According to research, about 40% of the personnel required for these units are still unavailable.
In an interview with a media outlet, the commander of the 203rd Armored Brigade, Colonel Oliver Kaufmann, stated that this brigade "actually has a high ratio of volunteers." He expressed: "The majority of soldiers are willing to go to Lithuania voluntarily, and that is exactly what I want: soldiers who believe in the mission and take on this responsible duty as part of the 203rd Armored Brigade team."
